Winston Churchill Allen was born December 18th, 1908 in Oil City, Pennsylvania, named after the American author of the same name [1]. Allen graduated from the Carnegie Institute of Technology, then accepted a position with the Ohio Fuel Gas Company in Columbus, where he began taking law classes from the Ohio State University and Franklin University, and was admitted to the bar in 1942. From there he went to Newark, where he served as a legal counsel for Industrial Gas Co., the predecessor of National Gas and Oil. [1]
A lifelong Republican, Allen served as Licking County State Representative for two terms beginning in 1961, then in January 1965, he accepted the position of judge, which he held for the next 18 years. He began his judicial career on the Licking County Common Pleas Court where he experienced the liberalization of criminal justice through Supreme Court reforms. [1]
Judge Allen served as president of the Ohio Common Pleas Judge's Association in 1977, and received the prestigious Golden Gavel award. Known as the "Ol' country judge", Allen retired in December 1982, then passed away September 1st, 1983 [2]. Judge Allen was a noted member of the community, active in the Masons, Alladin Shrine, Elks, Delta Tau Delta, Newark Kiwanis, Licking County Historical Society, Moundbuilders Country Club, and the Second Presbyterian Church.
